The San Rafael Police Department is led by the Police Chief and supported by a dedicated team of command staff of two captains and four lieutenant, each with specific roles and responsibilities. One captain oversees the administrative services division, consisting of an administrative lieutenant and investigations lieutenant. The second captain is responsible for the operations division, which includes a day shift patrol lieutenant and a night shift patrol lieutenant. Working cohesively, our Command Staff ensures the safety and security of San Rafael, fostering effective communication and seamless coordination within the department to best serve our community.

Chief David Spiller
Chief Spiller leads the San Rafael Police Department and is responsible for all law enforcement operations. Chief Spiller brings diverse experience to his role having served nearly 35 years in the law enforcement profession. Chief Spiller has earned a strong reputation as an effective problem solver and collaborator.
Chief Spiller has earned an Associate’s Degree in Administration of Justice from De Anza College in Cupertino, a Bachelor’s Degree in Organizational Behavior from the University of San Francisco as well as a Master’s Degree from Saint Mary’s College in Public Sector Leadership. Chief Spiller is a graduate of the Senior Management Institute for Police through the Police Executive Research Forum and he is a graduate of the California POST Command College.
Chief Spiller remains very committed to his chosen profession – he serves as an advisory board member on the Administration of Justice Board at Las Positas College, where he also serves as an adjunct faculty member - and he is an independent, contract trainer and group facilitator serving non-profit organizations and municipal government.
Captain Glenn McElderry
Glenn grew up in the Sacramento area before attending the University of the Pacific on a football scholarship. In 1991, he graduated from UOP with a Bachelor of Arts degree in Communications with an emphasis in Public Relations. Glenn then enrolled in the police academy at the Santa Rosa Junior College Training Center. While attending the academy, Glenn interviewed with the San Rafael Police Department. After graduating from the police academy, Glenn was hired as a police officer with the Sonoma State University Police Department. Glenn still had the desire to work in San Rafael and was hired by the San Rafael Police Department on March 1, 1993.
Throughout Glenn’s 30+ years with SRPD, Glenn has worked as a Patrol Officer, Traffic Officer, Property Crimes Detective and has been an instructor for firearms, arrest and control and motorcycle operation. Glenn was a member of the SWAT team for 15 years to include five years as the Team Leader. Glenn was promoted to Corporal in 2001, Sergeant in 2004, Lieutenant in 2009 and Captain in 2013. Glenn currently serves as the Administrative Services Captain, overseeing the Investigations Bureau, Dispatch and Records, Property and Evidence, Community Outreach, Recruitment, Training, and Internal Affairs.
Glenn and his wife Monet reside in Sonoma County. They have four grown adult children who have blessed them with six, soon to be seven, grandchildren. Glenn’s hobbies include mountain biking, golfing, and coaching high school football.
Captain Roy Leon
Captain Roy Leon was born and raised in Willits, CA. After honorably serving in the United States Marine Corps, Captain Leon was hired by the San Rafael Police Department in 2000 as a Parking Enforcement Officer. He was promoted to Police Recruit in 2002. As a sworn police officer, Captain Leon has worked as a Firearms Instructor, Self Defense and Tactics Instructor, Field Training Officer, Street Crimes Unit, Special Operations Unit, Traffic Unit, Investigations Unit, and was a member of the SWAT team for 11 years.
Captain Leon is currently the Operations Captain. He oversees the Patrol Division, Regional SWAT Team, Crisis Negotiations Team, Special Operations Unit, and Traffic Unit.
Captain Leon has a Bachelor of Science degree in Criminal Justice and a Master of Science degree in Leadership from the University of San Diego. He is a graduate of the FBI National Academy session #276.
On his time off, Captain Leon enjoys spending time with his family, and coaching football and softball in the San Rafael community.Lieutenant Scott Eberle
Lt. Eberle is a graduate of Novato High School and served in the Army as a Combat Medic. He started with the City of San Rafael as a Police Cadet in 2000 while attending Sonoma State University. He graduated with a bachelor’s degree in criminal justice from Sonoma State University and attended the police academy in Petaluma.
He was sworn in as a police officer in 2001 and has held many positions within the department. He has been a part of the Investigations Unit, Street Crimes Unit, SWAT Team, FTO, Downtown Foot beat Patrol, and worked undercover in the County’s narcotic and major crimes unit (COPE Team).
Lt. Eberle holds a Master's Degree from the University of San Diego in Leadership and is a graduate of the prestigious FBI National Academy. He is currently the SWAT Team commander and assigned as the Professional Services Unit Lieutenant overseeing training, community engagement, and recruiting.
Lieutenant Todd Berringer
Todd Berringer grew up in Marin County before attending the University of California, Santa Barbara. After college, he enlisted in the California Army National Guard as a counterintelligence agent. He worked in the construction industry for several years before applying with the San Rafael Police Department. During the police academy, Todd was activated to active duty and deployed to Afghanistan and Uzbekistan in support of the War on Terrorism.
Upon returning from a yearlong deployment, Todd completed the police academy and became an officer with SRPD. He has held ancillary assignments on the Crime Scene Investigations Unit, Self-defense and Tactics Team and was a member of the SWAT Team for 13 years. He has been assigned to the Investigations Unit on three separate stints, once as a Property Crimes Detective, a Violent Crime Detective and as the Investigations Sergeant.
Lieutenant Carl Huber
Lieutenant Carl Huber was born and raised in Southern California where he started his career in law enforcement in 1991. He relocated to Northern California, and has worked for San Rafael Police Department since 2006. During his career he has served in the role of Patrol Officer, Patrol Corporal, School Resource Officer, Investigator, Field Training Officer, Firearms/SDAT Instructor, Patrol Sergeant, Investigations Unit Supervisor, Special Operations Unit Supervisor, Community Coalition Coordinator, SWAT Team member, and Precision Rifle Observer Team Leader, and Patrol Lieutenant.
He holds a Bachelor Of Arts degree in Political Science and Law and Society form the University of California at Riverside and a Masters of Public Administration from Sonoma State University. Lt. Huber currently serves as the Nightshift Patrol Lieutenant for the San Rafael Police Department.
Lieutenant Alex Holm
Lt. Alex Holm, a Wisconsin native, moved to California and attended Santa Rosa Junior College, pursuing a career in law enforcement. Lt. Holm began his career with the San Rafael Police Department in 2003 as a Police Cadet. He briefly worked in the records department before attending the Napa Valley College Police Academy.
Lt. Holm was promoted to Police Officer in 2006. Throughout his career, he has enjoyed working in many areas of the police department, including our Downtown Foot Beat Patrol, and Street Crimes Unit. He worked as a detective, field training officer, and member of both the Crime Scene Investigator and Major Accident Investigation Teams. As a Sergeant, he supervised the Investigations Unit and managed the Crime Scene Investigator Team.
Lt. Holm has earned a Bachelor's Degree in Criminal Justice Administration, and has attended the California Peace Officer Standards and Training Sherman Block Leadership Institute.
