Suspect Arrested in Retail Thefts

On January 22, 2020 at about 7:45 pm, Officer Thomas Collins of the San Rafael Police Department (SRPD) was working as a patrol officer in the Terra Linda area of San Rafael.  Officer Collins regularly works in the area of the Northgate Mall and knows that retail theft can be a common occurrence in that area.

Officer Collins received information that Victoria’s Secret called SRPD and informed the dispatcher that a female just left their store who they believed stole merchandise without paying.  Upon hearing the suspect and vehicle description, Officer Collins believed it was the same subject who did the same thing the week prior but was not located at that time.  He located the vehicle described (a Silver BMW X3) headed north on Las Gallinas Avenue near the mall in San Rafael.  Officer Collins followed the vehicle as it got onto Highway 101 South and conducted a traffic stop on the vehicle, which occurred in the 1800 block of Lincoln Avenue, San Rafael.

Officer Collins contacted the driver who identified herself with a false name and denied being at Victoria’s Secret and the Northgate Mall.  However, he noticed a Victoria’s Secret bag behind the front passenger seat.  Officer Collins asked the driver to exit the vehicle and when she did, she attempted to hide two California Identification Cards with her true name on them.  After detaining the driver, he searched the vehicle and located numerous clothing items from Victoria’s Secret, many with the security tags still attached.  He located over $2,700 worth items in her vehicle that was stolen from Victoria’s Secret in San Rafael.  Additionally, he located over $3,000 worth of additional items that were stolen from Victoria’s Secret but the location of that Victoria’s Secret is unknown at this time.

Officer Collins arrested the suspect, Harmonie Taylor, a Twenty-Six year old resident of San Jose.  She was booked at the Marin County Jail for Burglary, False Personation of Another, Possessing Stolen Property, and three outstanding arrest warrants.
