Suspect Arrested for Grand Theft after Foot Pursuit

On Thursday April 30, 2020 at approximately 2:07 p.m., San Rafael Police received a call of a theft that had just occurred at Safeway on B Street. Corporal Ronda Cordero responded to the store and contacted the victim, an eighty-seven-year-old woman from San Rafael. Cpl. Cordero learned that the victim had placed her handbag in the cart while she shopped. The woman noticed a younger male seemed to appear near her on each aisle as she moved through the store. At some point she discovered her handbag missing from the shopping cart. The victim notified a store employee of the theft.

At about the same time the theft was reported, another store employee reported seeing a man run from the store. The actual theft was captured on store surveillance footage.

Upon conclusion of the investigation, Cpl. Cordero left the store via A Street. Approximately one block away from the store she saw the theft suspect standing on the corner of A Street and 2nd Street. He was holding a wallet and appeared to be inspecting its contents. Cpl. Cordero stopped the patrol car and attempted to detain the suspect. The suspect fled on foot toward downtown. Additional officers converged on the area to search for the suspect.

The suspect, later identified as Neil Joseph Colvin, a twenty-seven-year-old male, from San Rafael, was captured after a brief foot pursuit. He was booked at the Marin County Jail for Grand Theft from a Person, Resisting Arrest, and Violation of Probation. The victim’s property was recovered and returned.
