San Rafael Woman Arrested for Homicide

San Rafael, CA – On Monday, January 8, 2024, SRPD Officers and SRFD Paramedics rushed to a Terra Linda apartment complex on a report of a fight and possible stabbing in progress.  Upon arrival, a 55-year-old San Rafael woman was located with numerous stab wounds.  She was immediately rushed by ambulance to a local hospital but, unfortunately, was pronounced deceased a short time later.  Tonantzyn Oris Beltran, a 28-year-old San Rafael resident who was still at the scene when police arrived, was arrested for the murder of the victim.

Just before 5:00 PM, SRPD officers responded to Cresta Way in San Rafael to multiple reports of a physical fight and stabbing at an apartment in the complex.    When officers arrived, they were directed to an apartment’s rear balcony, where they saw Beltran on a balcony holding a knife in her hand, standing next to a stabbed female victim, and her clothes soaked in blood.  Beltran was not readily responsive to officers’ commands and directions.

While officers were confronting Beltran from the balcony, another team of officers forced entry through the front door of the apartment and immediately took Beltran into custody.  The San Rafael Fire Department, who was also at the scene, was able to render immediate emergency medical care and transported the victim to a local hospital.

Hospital staff made every effort to save the victim’s life but were unable to overcome the extensive life-threatening injuries. An hour and a half later, the victim was pronounced deceased.

This is an active investigation, and SRPD Detectives are working to determine what led to the murder and establish a motive for why Beltran would commit such an offense.  Beltran has been identified as the victim’s daughter.

During the investigation, it was learned that this incident had been broadcast by Beltran via Facebook Live.  Detectives worked with Meta/Facebook and had the video taken down.  Initial calls of the incident came from both witnesses at the scene and those who viewed the Facebook Live video.

As this investigation evolves, San Rafael Police Detectives have learned that Beltran has produced content on many social media platforms.  Earlier today, SRPD Detectives located a video created by Beltran where she was at the Santa Rosa Police Department lobby on January 8th.  We are working with the Santa Rosa Police Department on this portion of the investigation, and they are reviewing what occurred.

SRPD is partnering with the Marin County Coroner’s Office for the homicide investigation.  The Marin County Coroner will release the victim’s name.  

The San Rafael Police Department understands that this is a tragic loss of life and extends its condolences to the victim’s family.
