Man Arrested Two Separate Times For Attacking Police Officers

San Rafael, CA – San Rafael Police has arrested Christopher Scott Engl, a 47-year-old San Rafael resident, two separate times for attacking police officers.  The incidents occurred on Friday, 09/11/20, and Tuesday, 09/15/20.

On 09/11/20, starting at 8:48 PM, San Rafael Police Officers were dispatched to a report of a possible vehicle burglary in the downtown area.  Officers responded to various locations in an attempt to locate the suspects.  A responding officer parked at the San Rafael Transit Center to observe traffic.

At 8:52 PM, an emergency radio transmission was made to SRPD Dispatch from the officer at the San Rafael Transit Center, advising that an unrelated subject to the burglary call had attacked him.  Additional officers responded to assist.

It was determined that Engl had observed the police car parked at the transit center and approached it.  Engl got to the driver’s door and began yelling at the officer.  Engl then began banging his fists on the window of the door.  The officer did not have time to react as Engl continued to yell and strike the police car.  Engl then pulled the door open before the officer was able to lock it.

Engl opened the door, advanced, and started punching at the officer.  The officer was able to remove his seatbelt and push Engl back.  The officer exited the police car while still making efforts to push Engl away.  The officer was then able to overcome Engl and placed him on the ground, where he was arrested without further incident.

Witnesses reported seeing Engl approach the police car, throw something that missed the police car, open the door, and then attack the officer.  Witnesses observed Engl punch at the officer when he opened the door.

Engl was booked into the Marin County Jail for assaulting a peace officer, threatening an officer in the performance of their duties, and public intoxication.  The officer and Engl were not injured in the incident.

On 09/15/20, at 4:19 PM, the San Rafael Fire Department and San Rafael Police responded to Albert Park for a welfare check of a person.  Paramedics and two officers located Engl, who did not present any medical issues, was uncooperative and did not need any additional assistance.

As officers were leaving the scene, they were contacted by a citizen reporting an unrelated disturbance in the park.  While the officers were contacting the individuals in the park, they heard Engl start to yell.  Both officers' attention was drawn back to Engl, and they observed him throwing items at their police car.

As the officers started walking toward Engl, he began throwing items at them.  One of the objects struck the officer in the leg, and one item narrowly missed hitting the other officer.  When the officers approached Engl, he took a fighting stance with them and advanced.

One of the officers drew their Taser and ordered Engl to get back.  Instead, Engl stepped forward and tried to grab the Taser away.  The officer was forced to use the Taser to defend himself.   Engl was taken into custody without further incident.

Engl was arrested and booked into the Marin County Jail for assaulting a peace officer and public intoxication.  The officers and Engl were not injured in this case.

These cases have been forwarded to the Marin County District Attorney’s Office for prosecution.
