Security Guard Arrested for Hitting Juvenile with Car

San Rafael, CA – On Wednesday, 06/11/2025, SRPD Officers arrested Melvin Anthony Kennedy, a 66-year-old Oakland resident, during an investigation where officers learned that he purposely struck a juvenile on a bike with a private security vehicle.  Kennedy was booked into the Marin County Jail for felony charges.  The juvenile was treated at a local area hospital for non-life-threatening injuries.

Before 4:30 PM on Wednesday, SRPD began receiving emergency calls from witnesses reporting that a juvenile had been run over by a security vehicle in the parking lot at the Northgate Mall in San Rafael’s Terra Linda neighborhood.  Witnesses also stated that the driver of the security vehicle fled the scene.

SRPD officers and SRFD paramedics arrived at the scene and began providing aid to the injured juvenile.  Officers also interviewed several witnesses at the scene who reported seeing a security officer yelling at juveniles on the bottom floor of the two-story mall parking structure.  The security guard then chased the juveniles in a security vehicle, which resulted in one of the juveniles being struck and injured.  The security guard briefly stopped and then fled the scene.  

While officers were conducting the investigation, Kennedy returned to the scene and surrendered himself.  Kennedy was arrested without incident.

Further investigation revealed that Kennedy became upset when the group of juveniles tore down caution tape used to close off a portion of the parking area.  Kennedy was identified as a security employee of a private security company that is contracted to patrol the Northgate Mall.

The injured juvenile was transported to a local hospital and treated for non-life-threatening injuries.

Kennedy was booked into the Marin County Jail for assault with a deadly weapon/vehicle and felony child abuse.
