Known Parolee and Sex Offender Arrested Again by SRPD
San Rafael, CA – On Wednesday night, Willie Jessie Clinton-Jones, a 44-year-old San Rafael resident, was arrested by SRPD officers after attacking and stalking at least three victims in San Rafael’s Downtown area. Clinton-Jones is known to SRPD for several arrests involving dangerous and indecent criminal acts. Clinton-Jones is a sex offender who is currently on CDCR parole. Clinton-Jones was booked into the Marin County Jail for felony stalking and violating the terms of his CDCR parole.
Starting just after 9:00 PM, SRPD began receiving reports of Clinton-Jones following, crudely gesturing, and stalking three separate female victims. The incidents occurred along Second Street, B Street, and C Street in San Rafael. Clinton-Jones was located and detained within 45 minutes of the first call.
During the investigation, officers learned that Clinton-Jones followed and harassed a victim in a local grocery store. Clinton-Jones then left the store. In a second incident, Clinton-Jones began to harass and then chase a victim for several city blocks. Fortunately, the victim got another person’s attention, and Clinton-Jones fled the area. In a third incident, a victim reported that Clinton-Jones followed her while gesturing at his groin area. Clinton-Jones followed the female victim to a residence and then fled when the victim’s spouse appeared. Obviously, all three victims were traumatized by Clinton-Jones’ dangerous and lewd behavior.
During a want and warrants check, it was learned that Clinton-Jones had just been released from jail about 24 hours prior after being arrested and booked for being under the influence of drugs and a parole violation.
In this case, officers arrested and booked Clinton-Jones into the Marin County Jail for felony stalking and violating the terms of his parole. Clinton-Jones is currently being held without bail due to a CDCR parole hold.
Clinton-Jones has an arrest history with SRPD. SRPD has press releases related to several arrests from 2017 to 2024, during which Clinton-Jones was arrested for similar and more significant violations. Of significance were incidents in 2019 and 2021 for child annoyance after being on different high school campuses. SRPD takes these incidents very seriously and understands that there is community concern for this kind of criminal behavior. Our officers and detectives will work diligently to investigate, identify, and arrest suspects who endanger the public.
