Officers Forced to Use Taser During Arrest of Uncooperative Warrant Suspect
San Rafael, CA – San Rafael Police Officers arrested Kassius Kalyia James Bilbotate, a 30-year-old San Anselmo resident, who had an outstanding warrant for his arrest. Bilbotate was uncooperative and confrontational during the contact and forced officers to use a Taser during his arrest. Bilbotate was medically cleared at a local hospital and then booked into the Marin County Jail for the outstanding warrant and additional charges.
Just before 2:30 PM on Monday, 07/28/2025, officers were on bike patrol in Downtown San Rafael in the 700 block of B Street when they determined that Bilbotate had an outstanding misdemeanor warrant for his arrest. The warrant was issued for failing to appear in court regarding a case involving shoplifting, giving false information to a peace officer, and possession of narcotics for sale.
Officers contacted Bilbotate and informed him that he had a warrant for his arrest. At the time of the contact, Bilbotate was associating with several individuals. Bilbotate became uncooperative by arguing with the officers, threatening to assault them physically, and failing to obey commands.
Officers attempted to deescalate with Bilbotate for five minutes. However, he continued to be uncooperative and threatening. At the same time, the individuals who had been associated with Bilbotate also became confrontational with the officers.
Additional officers were called to the scene to assist with managing the crowd so that the officers could take Bilbotate into custody. Once additional officers arrived at the scene, officers went to arrest Bilbotate. He then physically resisted and did not allow officers to take him into custody. Out of concern for the officers’ safety and to minimize severe injury to the suspect, a Taser was used, which successfully prevented Bilbotate from being physically combative.
Once the Taser was discharged, officers were able to take Bilbotate into custody. More officers arrived on the scene to assist with crowd control. Some of the associated individuals continued to threaten officers as he was taken into custody.
Bilbotate was transported to a local hospital and was medically cleared by a doctor. He was then booked into the Marin County Jail for the outstanding warrant and resisting a peace officer. An additional charge of threatening a peace officer was requested for the Marin County District Attorney’s Office to review.
Based on this incident, the San Rafael Police Department is promptly informing the public via this press release and on our social media platforms, prioritizing community transparency and safety. Per SRPD procedures, all use-of-force incidents, including this one, will go through an administrative review to ensure compliance with the law and department policies.
